GACC Announcement No. 63, 2012 on 2013 Tariffs Implement Plan

Upon approval by the State Council, China's Tariffs Implementation Plan for 2013 shall come into force from January 1, 2013.

Hereby announced are the details of the 2013 Plan:

Ⅰ Import Tariff Adjustments:

1. Most-Favored Nation (MFN) Tariffs:

(1) Nine information-technology products with "ex" HS Codes shall continue to be subject to customs examination and original duty rates; their "ex" HS Codes are increased to 10 codes. (See Annex 1)

(2) Tariff quotas may be continued on 8 kinds of commodities as wheat under 47 HS Codes at original duty rates;

Sliding-scale duties may be applied to certain cotton imports beyond the quotas, and relevant formula parameters may be adjusted;

The quota duty rate at 1% may be applied to three chemical fertilizers including urea, compound fertilizers and diammonium hydrogen phosphate.(See Annex 2)

(3) Specific duties or compound duties at original rates may be continued on 47 commodities as photosensitive materials, and ad valorem duties may be applied to five photosensitive materials. (See Annex 3)

(4) Other MFN duty rates may remain unchanged.

2. Provisional Tariffs:

Provisional duty rates may be applied to 784 import goods including fuel oils. (See Annex 4)

3. Conventional Tariffs:

Conventional duty rates may be applied to the countries/regions in agreements with China on trade or tariff preferences (see Annex 5):

4. Special Preferential Tariffs:

Special preferential duty rates may be applied to some HS Code-covered goods from 40 least-developed countries/regions recognized by the UN including Ethiopia, Benin, Burundi, Eritrea, Djibouti, Congo, Guinea, Guinea-Bissau, Comorin, Liberia, Madagascar, Mali, Malawi, Mauritania, Mozambique, Rwanda, Sierra Leone, Sudan, Tanzania, Togo, Uganda, Zambia, Lesotho, Chad, Central Africa, Afghanistan, Bangladesh, Nepal, East Timor, Yemen, Samoa, Vanuatu, Equatorial Guinea, Angola, Senegal, Niger, Somali, Laos, Myanmar and Cambodia (see Annex 6).

Ⅱ Export Tariff Adjustments

1. Provisional duty rates may be applied to such exports as ferrochrome; and special export duties may be applied to some chemical fertilizers. (See Annex 7)

2. Other export duties may remain unchanged;

Ⅲ Tariff Item Adjustments

Some of tariff items are adjusted (see Annex 8); and after the adjustment, there are 8,238 items in the tariff schedules of 2013.

Ⅳ Other Matters

China Customs Press is authorized to issue China's Import & Export Tariffs of 2013, Catalog of 2013 on Commodities under Customs Statistics, and Catalog of 2013 on Imports & Exports Standardized in Customs Declaration, all of which shall govern the customs clearance in 2013.

The Annex 8 hereto may be applied to implementation of the GACC's Decision on Commodity Classification and China's Import & Export Tariffs – Notes on Chinese Sub-items.
