GACC Announcement No. 64, 2012 on Cryptographic Products/Equipment Import License System

By the General Administration of Customs of China (GACC)

To prepare for paperless clearance of the License for Import of Cryptographic Products & Equipment (shortly as the Cryptographic Import License), the GACC and China's Office of Security Commercial Code Administration (OSCCA) will, from January 1, 2013, jointly conduct a trial operation of the Web-based System for Verification & Cancel of the Cryptographic Import License herein (shortly as the Web-based Verification & Cancel System).

Relevant matters are hereby announced:

1. From January 1 till March 31, 2013, the Web-based Verification & Cancel System is under the trial operation by Beijing Customs, Shanghai Customs, Nanjing Customs and Shenzhen Customs; the OSCCA is to send electronic Cryptographic Import License data to the customs authorities and the customs are to feed their verification and cancel data back to the OSCCA.

2. As regards goods listed in China Catalog of Regulated Imports of Cryptographic Products & Equipment, the importers shall observe current regulatory procedures.

3. From April 1, 2013, the Web-based Verification & Cancel System will be formally utilized by all customs across China; when the System is technically mature, the GACC and the OSCCA will try the paperless clearance of the Cryptographic Import License.

4. The importers may inquire about information of their Cryptographic Import Licenses over www.chinaport.gov.cn.
