China Measures on Cotton Import Inspection

China's Administrative Measures on the Inspection of Cotton Imports have been adopted by the General Administration of Quality Supervision, Inspection & Quarantine (AQSIQ) hereto on June 27, 2012 and are hereby announced below.
These Administrative Measures shall enter into force on February 1, 2013.

Administrative Measures on the Inspection of Cotton Imports
Chapter 1 General Rules
Article 1 In accordance with China Law and Regulations on Import and Export Commodity Inspection, these Measures are formulated in order to enhance the supervision over and the quality of China's cotton import trade.
Article 2 These Measures are applicable to Chinese inspection and supervision over the import of cotton.
Article 3 The General Administration of Quality Supervision, Inspection & Quarantine hereto, or the AQSIQ for short, is in charge of nationwide supervision over the inspection and quarantine of cotton imports.
Local entry-exit inspection and quarantine agencies, which are under the AQSIQ leadership, are responsible for local supervision, inspection and quarantine of cotton imports.
Article 4 The state conducts quality and credit management over external supplying firms of cotton and may keep registration of the external suppliers.
Article 5 The inspection and quarantine agencies shall conduct inspection of the cotton imports upon arrival of the goods.
Chapter 2 Registration of External Suppliers
Article 6 The external supplying firms may register with the AQSIQ upon their voluntariness.
Article 7 The external supplying firms to register shall meet the conditions below:
(1) Holding legal business qualification recognized by the state where they are governed;
(2) Having fixed operating locales;
(3) Having stable sources of supply and corresponding quality control systems;
(4) Understanding Chinese regulations on inspection of cotton imports
