GACC Announcement No.25, 2013 on Trichloromethane from KEM ONE & ARKEMA France

In 2010, China State Council's Customs Tariff Commission decided to continue the levy of antidumping duties on trichloromethane from the EU, the USA and South Korea for four years as of November 30, 2010.

Accordingly, the GACC hereto issued its Announcement No. 71 of 2010.

Currently, China Ministry of Commerce (MOFCOM) has decided to allow KEM ONE Company to inherit the rights and obligations of ARKEMA France involved in the trichloromethane antidumping measures and fulfill the Price Undertaking Agreement between the MOFCOM and ATOFINA France (former name of ARKEMA France) on suspension of the antidumping investigation.

Relevant matters are hereby announced:

As of May 21, 2013, as regards the importing trichloromethane declared in the name of KEM ONE, China Customs shall resort to the Price Undertaking Agreement between the MOFCOM and ATOFINA France, which is applicable to ARKEMA France; as regards the trichloromethane importing in the name of ARKEMA France, China Customs shall levy the antidumping duties at the rate of 96% that is applied to "other EU companies".

Other matters regarding the antidumping may still be subjected to relevant Announcements of the GACC.
