AQSIQ's Hengqin Entry-Exit Inspection-Quarantine Measures

 

In accordance with China's Overall Planning for Hengqin Development and entry-exit inspection and quarantine laws/regulations, the AQSIQ hereby promulgates its Administrative Measures on Hengqin Entry-Exit Inspection & Quarantine, which shall come into force upon formal acceptance of Hengqin's "first line" and "second line" supervision facilities.

Annex: Administrative Measures on Hengqin Entry-Exit Inspection & Quarantine

Chapter 1 General Rules

Article 1 These Measures are formulated in accordance with the P. R. China's Overall Planning for Hengqin Development and its laws/regulations on import/export inspection and quarantine, frontier health and quarantine, food safety, and so on.

Article 2 These Measures are applicable to entry to and exit from Hengqin island by persons and their belongings, goods and their packages, and means of transport.

The ports between Hengqin and Macao are subject to the "first line" supervision, and the special port areas between Hengqin and the inland are subject to the "second line" supervision.

Article 3 The General Administration of Quality Supervision, Inspection and Quarantine, i.e. the AQSIQ hereto, is in charge of the supervision, inspection and quarantine over the Hengqin "first line", "second line" and the Hengqin region.

Zhuhai City Entry-Exit Inspection & Quarantine Bureau and Hengqin Entry-Exit Inspection & Quarantine Agencies are specifically responsible for the "first line", "second line" and the regional supervision.

Article 4 The Hengqin-based inspection-quarantine agencies shall conduct their entry-exit supervision, inspection and quarantine in the principle of trial, exploration, risk control, convenience and high efficiency.

Article 5 The Hengqin inspection-quarantine agencies shall, at the "first line", undertake entry-exit quarantine of persons and their belongings and means of transport as well as registration of entry goods and inspection of key goods; at the "second line", undertake inspection and quarantine of entry-exit goods.


Chapter 2 "First Line" Inspection & Quarantine

Article 6 The Hengqin inspection-quarantine agencies may conduct current inspection mode on the entry-exit persons and their belongs at the "first line" ports.

As regards health quarantine of the persons, the agencies may conduct fast release for the healthy persons without any symptom under normal state and require active declaration in case of any symptom.
