AQSIQ's Hengqin Entry-Exit Inspection-Quarantine Measures

In the event of any public health emergency abroad, the agencies may conduct emergency disposal as per AQSIQ requirements.
Article 7 The entry inspection channels at the "first line" ports may be classified as per requirements by Zhuhai Inspection & Quarantine Bureau; a faster inspection may be applied to Macao citizens who travel between Macao and Hengqin.
Article 8 Upon entry with a live dog or cat (only one permitted), the entry shall be accompanied by authority-issued certificates on animal quarantine and immunization.
As regards those from non-rabies infected areas, the owner living in Hengqin, home quarantine may be permitted; as regards those from rabies-infected areas, quarantine shall be imposed in accordance with the existing regulations, and release may be granted upon compliance in qualification.
Article 9 Transport vehicles through the "first line" may be supervised as per existing mode.
The "one-stop" inspection may be applied to the passenger cars using Macao license plates and the cars and trucks using both Guangdong and Macao license plates.
As regards entry yacht, pre-declaration may be applied, and simultaneous declaration may be applied to vessel workers, yacht tourists and their belongings; upon the condition of no infection and epidemic, the crew and tourists may be allowed to land before the inspection of the entry yacht.
Article 10 As regards the entry goods through the "first line", the consignees shall register with Hengqin inspection-quarantine agencies.
Article 11 Where involved in health quarantine, animal/plant quarantine and radioactivity detection, the importing goods shall be inspected and quarantined at the "first line".
Current import-export inspecting modes may be applied to foods, cosmetics, feeds, used electromechanical products, solid wastes, dangerous chemicals and their packages, and bulk goods under statutory inspection that enter through the "first line".
Article 12 Besides the description of Article 11, the goods originating in Macao under statutory inspection may be exempted from the inspection where they are for sale and use in Hengqin.
The statutory-inspection goods that enter under bond via the "first line" may be exempted from the inspection when they re-exit via the "second line".
Besides the preceding two clauses, current import-export inspection modes may be applied to the statutory-inspection goods imported via the "first line" for sale and use in Hengqin.
Article 13 The industrial products made and processed in Hengqin, except the circumstances below, may be exempted from the inspection upon their direct export.
(1) Marked with "made in China";
(2) Using China registered trademarks;
(3) Applying for China's certificate of origin;
(4) Requesting China inspection-quarantine agencies to issue inspection-quarantine certificates
Article 14 The goods made and processed in Hengqin, besides those mentioned in the Article 13, may be subjected to current supervision mode upon their export via the "first line".
As regards the goods imported via the "first line", their re-exit may be exempted from the inspection on the condition that they are not processed or materially altered in Hengqin.
Article 15 Transit of goods via Hengqin may be subjected to current inspection-quarantine regulations.
Article 16 Civil gas cylinders carried between Hengqin and Macao may be subjected to verification upon their exit.
