Chapter 3 "Second Line" Inspection & Quarantine
Article 17 The statutory-inspection goods only entry-registered via the "first line" shall be inspected at the "second line".
The goods described in the Article 11 may be exempted from the inspection as regards their entry via the "second line" to the inland.
Article 18 As regards the goods made in Hengqin by using non-imported materials, exemption from inspection may be applied to their entry to the inland for sale and use purposes.
Article 19 Current supervision mode may be applied to the statutory-inspection goods that are directly exported from the inland via Hengqin.
Article 20 The exemption from inspection may be applied to the goods entering from the inland to Hengqin and allegedly for the use in Hengqin only.
Article 21 Inspection of cargo-worthiness shall be conducted at the "second line" regarding the means of transportation of frozen or perishable goods for export.
Chapter 4 Supervision
Article 22 Hengqin-based import-export participants shall register with Hengqin inspection-quarantine agencies.
Article 23 As regards the entry of goods via the "first line", the consignees shall apply for registration with Hengqin inspection-quarantine agencies. And they may apply for verification as per the requirements below:
(1) The import from Hengqin to the inland via "the second line" shall be verified at the "second line".
(2) Re-exit from Hengqin without goods processing or material alteration shall be verified at the "first line".
(3) The goods restricted to processing, sale and use within Hengqin shall be verified by Hengqin inspection-quarantine agencies.
Article 24 As regards the food production firms certified and based in Hengqin, the registration for their export may be simplified in terms of formalities in the light of their certification and risk analysis, but except that the importing countries/regions have special requirements thereof.
Article 25 The export goods made in Hengqin, except toys, may be temporarily exempted from export registration (quality license).
Article 26 The import of used electromechanical products to Hengqin for designated purposes may, upon approval by Zhuhai Inspection & Quarantine Bureau, be exempted from import pre-shipment inspection.
Article 27 The goods listed in China Compulsory Certification (CCC) catalog, where importing to Hengqin via the "first line", may be granted the Certificate for CCC Exemption and faster inspection and clearance for the purposes of scientific research and testing, etc.; where importing to the inland via the "second line", they shall comply with the CCC rules.
Article 28 The inspection-quarantine agencies shall conduct health supervision over the "first line" by quarantine of animals and plants.
Article 29 Unless otherwise provided by China laws/regulations, where being incompliant in terms of safety, sanitation and environment protection, the import goods shall be returned or eradicated; where being incompliant in other aspects, they may be subjected to technical processing; as regards their compliance through re-inspection, they may be put into sale or use.
Chapter 5 Supplementary Provisions
Article 30 Hengqin port inspection-quarantine facilities (including the "first line" and "second line") shall be compliant with state regulations on port inspection-quarantine facilities and shall be under simultaneous design, construction and inspection along with the development of Hengqin area.
Article 31 As regards the export goods made in Hengqin, the production enterprises may apply to Hengqin inspection-quarantine agencies for issuing relevant Certificates of Origin.
Article 32 Any breach of these Measures shall be penalized by resorting to relevant inspection-quarantine laws/regulations.
Article 33 These Measures shall be construed by the General Administration of Quality Supervision, Inspection and Quarantine of China (AQSIQ).
Article 34 These Measures shall enter into force upon the formal acceptance of the "first line" and "second line" inspection-quarantine facilities herein. Any matters not covered herein may be subjected to current supervision modes.
