GACC Announcement No.56, 2013 on Mixed-Ore Origin Declaration Rules

Hereby to clarify the requirements on declaration of origin of mixed ore:
As regards the ores under HS Codes 2601-2617, where being mixed through physical treatment such as blending and screening among them, the mixture does not constitute the substantial transformation as specified by the Regulations on the Substantial Transformation Standard in Non-Preferential Rules of Origin (GACC Decree No.122).
In accordance with China’s Regulations on Origin of Import & Export Goods, the place of origin of the mixed ore aforesaid shall refer to the origin of each ore before their mixture; where more than one origin is involved, all the places shall be declared as the origins respectively.
