GACC Announcement No.12, 2014 on Adding "9610" Customs Supervision Code

The GACC hereby decides to add a code to customs supervision modes as follows:

1. To add the supervision code "9610" denoting "electronic commerce for cross-border trade", shortly referred to as "e-commerce", applicable to e-commerce retail import and export goods that are traded through e-commerce platforms by domestic persons or e-commerce firms and cleared by means of "manifest examination and collective declaration", but except such kind of goods going through customs supervision zones or bonded supervision venues.

2. The e-commerce retail importers and exporters, which use the "9610" supervision code, shall be registered with customs authorities and shall in a real-time way transmit their data of trading, payment, warehousing and logistics to e-commerce clearance management platform via relevant clearance service platform.

The regulations above shall enter into force on February 10, 2014.
