GACC Announcement No.42, 2014 on (Goods Cross-Border Transport for Domestic Trade)

To take advantage of external ports to transport goods for domestic trade, the GACC has decided to expand the cross-border transportation trial for domestic trade, relevant matters as follow:

1. Three license-based goods of grain, timber and copper are permitted to include into Jilin Province’s cross-border transportation application; grain and copper are to be transported in containers and timbers to be transported in bulk.

2. Jilin Province-applicable entry ports are increased with Huangpu port, Quanzhou port, Shantou port and Yangpu port besides original Shanghai and Ningbo.

3. The cross-border transporters from Heilongjiang and Jilin Provinces are permitted to use returning containers and to transport the goods excluding those subject to export license and export duty; the returning containers shall be locked by the customs at the entry ports involved and be returned through the cross-border transport route to their exit ports.

4. Other matters shall still resort to GACC Announcements No.5 of 2007, No.49 of 2010, No.21 of 2011, and No.61 of 2013.
