China Joint Announcement No.1851, 2014 on Precursor Chemicals “1-Phenyl-2-bromo-1-propanone” & “3-oxo-2-phenylbutyronitrile” Supervision

Upon State Council approval, 1-Phenyl-2-bromo-1-propanone (CAS Code 2114-00-3 and HS Code 2914700016) and 3-oxo-2-phenylbutyronitrile (CAS Code 4468-48-8 and HS Code 2926909070) have been added to the Class-1 Precursor Chemicals in the attachment to the Administrative Regulations On Precursor Chemicals, relevant matters as follows:

1. Supervision on Production and Business Operation
The producers or operators of 1-Phenyl-2-bromo-1-propanone and 3-oxo-2-phenylbutyronitrile must apply for licenses to provincial administrations of work safety before their production and business operation. And local administrations of work safety shall undertake careful and intensive supervision over the both precursor chemicals.

2. Supervision on Purchase and Transportation
The buyers of 1-Phenyl-2-bromo-1-propanone and 3-oxo-2-phenylbutyronitrile must apply for purchase license to provincial organs of public security and the transporters thereof must apply for transportation license to municipal organs of public security before their purchase and transportation are permitted respectively. And local organs of public security shall undertake careful and intensive supervision over the both precursor chemicals.

3. Supervision on Import and Export
The importers and exporters of 1-Phenyl-2-bromo-1-propanone and 3-oxo-2-phenylbutyronitrile must apply for import and/or export licenses to the State Council’s commerce authority (MOFCOM) and receive the international inspections by both the commerce and public security authorities before their imports and exports are permitted. Upon their import and export declarations, they shall submit their import and/or export licenses to the customs.

This Announcement shall enter into force upon its issuance.
