GACC Announcement No.53, 2014 on China-Switzerland FTA Implementation

Upon approval by the State Council, China-Switzerland Free Trade Agreement (FTA) shall enter into force on July 1, 2014. Relevant matters are hereby announced:
1. On Import of Goods
(1) As from July 1, 2014, conventional tariff shall be applied to the goods originating in Swiss Customs territory (including Switzerland and Liechtenstein) as listed in the Annex 1 hereto; Simplified names of goods are used in the Annex 1 and their accurate descriptions are subject to the Customs Import & Export Tariff of the P. R. China.
(2) Upon declaration of Swiss-made goods by conventional tariff, the importers shall conform to China Customs Administrative Measures on Goods Country of Origin under China-Switzerland Free Trade Agreement (GACC Decree No.223).
(3) The importers concerned shall fill out China Customs Declaration Form for Import in accordance with the following requirements:
1) Fill in the "Accompanying Document Code" column with "Y"; fill in the "Accompanying Document Number" column with "<17>" "check code" and "origin certificate number (or origin declaration serial number)". Therein, the check code is upper-case C (against origin certificate) or D (against origin declaration); the declaration serial number shall be 23 characters made up of numbers or letters (case-sensitive) only; the characters filled in the "Accompanying Documents" column shall be half-width in non-Chinese state (see the Annex 2).
2) The "Documents Correspondence Table" shall be filled with the correspondence of goods between the import declaration form and the origin certificate or declaration. The item numbers in the "Declaration Form Goods Item" column shall be one-to-one corresponding to the item numbers in the "Accompanying Document Goods Item" column, without need for sequential correspondence. The goods under one batch, within or without the conventional tariff, may be listed in one declaration form. As regards the goods without the conventional tariff, their serial numbers may not be listed in the "Documents Correspondence Table". For relevant examples, see the Annex 3 hereto.
3) The declaration form and the origin declaration shall be mutually one-to-one corresponding.
2. On Export of Goods
(1) China's agency for issuing Certificate of Origin is the General Administration of Quality Supervision, Inspection & Quarantine (AQSIQ) and its local branches as well as China Council for the Promotion of International Trade (CCPIT).
(2) The exporters concerned shall fill out China Customs Declaration Form for Export by referring to the requirements on the Declaration Form for Import abovementioned.
