GACC Announcement No.66, 2014 on Guangdong Customs Clearance Integration

The General Administration of Customs (GACC) herein has decided to launch regional customs clearance integration throughout China's Guangdong Province containing the Customs authorities based in Guangzhou, Shenzhen, Gongbei, Shantou, Huangpu, Jiangmen, and Zhanjiang to build a regional clearance center equipped with uniform platforms for customs declaration, risk prevention and control, document examination and for onsite receipt of documents.
Relevant matters are hereby announced:
1. As from September 22, 2014, the regional clearance integration will be first enabled in the airports and seaports within Guangdong region; and from December 1, 2014 the integration will be expanded to land ports within Guangdong region.
2. The regional clearance integration across Guangdong regional customs is applicable to the import and export of goods undertaken by the enterprises that are based in Guangdong via the customs ports within the Guangdong region. Those enterprises may independently choose their local customs houses, the customs of the entry/exit places or the customs directly under the GACC for their clearance formalities.
The enterprises may, as per their business needs, choose any ports within the region for clearance, transfer across customs districts, the "declaration at hometown and release at port" mode, the "both declaration and release at hometown" mode, or the mode of regional clearance integration.
3. The customs brokers registered within the Guangdong region may be permitted to provide brokerage services across different customs districts therein.
4. All the customs within the Guangdong region will mutually recognize the commodity pre-classifications, price pre-approvals, origin pre-determinations and professional identifications of licenses, classifications, and prices, and temporary entry-exit approvals. Upon the system perfection, one tax guarantee submitted by an enterprise will be recognized by all the customs houses within the region.
5. Current regulations shall govern as regards customs declaration audit, tax bill printing, tax verification and write-off, paperless-to-paper operation, summarized taxation, etc.
6. As regards the declaration forms under the regional clearance integration, the enterprises may self-choose port-based or local customs-supervised premises for the inspection of goods. As regards the transit to local customs-supervised premises, the inbound and outbound goods and means of transport shall be compliant with customs supervision on transit.
7. The customs within Guangdong region may release goods on the strength of electronic information on release.
8. The customs within Guangdong region will, through "China Customs Online Services" and "12360" service hotline, provide public services including customs clearance inquiry, manifest status inquiry, question answers, etc.
