GACC Announcement No.87, 2014 on 2015 Origin Criteria on Added Hong Kong & Macao Goods under CEPA

In accordance with China's Mainland-Hong Kong and Mainland-Macao Closer Economic Partnership Arrangements (CEPA), hereby announced are the tables regarding the Origin Criteria From 1 January 2015 on Added Hong Kong-Made Goods With Mainland Zero Duty (see Annex 1), the Origin Criteria From 1 January 2015 on Added Macao-Made Goods With Mainland Zero Duty (see Annex 2) and Revisions To The Origin Criteria On Hong Kong-Made Goods With Zero Duty Under The CEPA (see Annex 3) and relevant matters:
1. The aforesaid Hong Kong and Macao Origin Criteria tables both use simplified commodity descriptions and shall enter into force on January 1, 2015. The scope of goods with the mainland zero duty is consistent with that of corresponding HS Codes in China's Import & Export Tariff of 2014.
2. In the table of Revisions To The Origin Criteria On Hong Kong-Made Goods With Zero Duty Under The CEPA, there are the revisions to the origin criteria of "other manufactured or preserved beef, entrails and blood (HS Code 16025090)", "other welding machines and devices (2012 HS Code 85158000)" listed in the Hong Kong-Made Goods Origin Criteria (2012 version) annexed to GACC Announcement No. 82 of 2011. Therein, the Code 85158000 has been divided into 85158010 and 85158090 in 2014 and the revisions herein only involve 85158090. The revised criteria shall enter into effect as of January 1, 2015.
