GACC Announcement No.89, 2014 on Electronic Guarantee Regional Application

In response to customs clearance integration within Beijing-Tianjin-Hebei region, Yangtze River Economic Belt and Guangdong Province respectively, the General Administration of Customs (GACC) has decided to enable regional application of an electronic guarantee letter based on its registration with one Customs administration in one of the three regions aforesaid. Hereby announced are the Rules of Electronic Guarantee Pilot Operation in Regional Customs Clearance Integration and relevant matters:
1. As of December 20, 2014, the electronic guarantee integration will be piloted within the region of Beijing Municipality, Tianjin Municipality and Hebei Province and the region of Yangtze River Economic Belt, and later will be extended to other regions including Guangdong Province where applicable.
2. The electronic guarantee integration is applicable to the enterprises within the regions herein. The enterprises may at will apply to the local Customs Districts for electronic guarantee registration.
3. Relevant GACC end system has been running online. The commercial banks to participate need to timely undertake corresponding system development by referring to the GACC's Department of Duty Collection.
4. The Customs administrations within the regions herein will provide clearance information services regarding electronic guarantee regional application through “China Customs Online Service Hall” and telephone hotline 12360.
