GACC Announcement No.3, 2015 (on Special Safeguard agst New Zealand Milk, Cream, Butter, Grease & Cheese)

In accordance with China-New Zealand Free Trade Agreement (FTA), China is implementing special safeguard measures against 12 HS Code-based agricultural products from New Zealand, involving non-concentrated milk and cream (HS Codes 04012000, 04014000, 04015000), butter and other greases (HS Codes 04051000, 04059000), and cheeses (HS Codes 04061000, 04063000, 04069000).

Till January 29, 2015, the involved non-concentrated milks and creams (HS Codes 04012000, 04014000, 04015000) have been imported up to 2452.262 tons, exceeding the special-safeguard triggering norm of 1829 tons for 2015; the butter and other greases (HS Codes 04051000, 04059000) have been imported up to 18362.103 tons, exceeding the special-safeguard triggering norm of 13227 tons for 2015; the cheeses (HS Codes 04061000, 04063000, 04069000) have been imported up to 5504.817 tons, exceeding the special-safeguard triggering norm of 5066 tons for 2015.

Hence, from January 30, 2015, China will resume the import duties at MFN rates on aforesaid agricultural products from New Zealand under the FTA. As regards the in-transit imports, their duty applicability shall still be subject to GACC Announcement No.91 of 2008.
