GACC Announcement No.42, 2015 (on New 3rd-Party E-Payers into Tax/Fee E-Pay System)

In accordance with GACC Announcement No.78 of 2014, the GACC has agreed that three qualified third-party e-payers "ChinaPay", "Reapal" and "Clearing Center for City Commercial Banks" may participate in the construction of national customs tax/fee e-payment system.
Hereby announced are requirements on the third-party e-payers:
1.They shall provide services such as payment, refund, and online account-checking for taxpaying corporate clients and timely solve any problems in the use of their e-payment systems;
2.They shall undertake negotiations with commercial banks in connection with their e-payment systems and provide the commercial banks with technical interfacing and services for operation, maintenance, upgrading, etc.
3.They shall, based on GACC-specified system-interface standard, data format and other standards, finish the assignments such as system development, operation, maintenance and upgrading.
4.They shall ensure security, accuracy and timeliness in information processing and keep confidential the information that is acquired from Customs, corporate clients and commercial banks, without application to any other purposes.
5.They shall, in accordance with GACC Announcement No.17 of 2011 concerning tax/fee e-payment specifications, undertake the e-payment of customs tax or fees.
6.Where they are in violation of the regulations aforesaid, the GACC will reject their e-payment operations.
This Announcement shall enter into force upon its issuance.
