GACC Announcement No.45, 2015 (on Controlling Oil/Gas Liquefied Chemicals)

Hereby announced are matters concerning Customs control of oil/gas liquefied chemicals:
1.Any operators of oil/gas liquefied chemicals shall apply to local Customs houses for registration, alteration or cancellation of the qualification as oil/gas logistics monitoring system transmitter.
1) For registration of such transmitter qualification, the oil/gas operators shall submit the following documents:
(1) Application Form for Registration of the "oil/gas liquefied chemical logistics monitoring system" (see Annex 1);
(2) Letter of Application for Registration;
(3) Business License (original/copy);
(4) Storage tank capacity chart;
(5) Technical certificates for meters such as liquid level meter and flow meter;
(6) Customs-Controlled Premise Registration Certificate
(7) Controlled premise planar graph, piping diagram, and constructional design;
(8) Land use certificate or lease agreement;
(9) Other documents required
1) Where the system transmitter registration need to be altered or canceled, the oil/gas operators shall submit the following documents:
(1) Application Form for alteration or cancellation of "oil/gas liquefied chemical logistics monitoring system" (see Annex 2);
(2) Letter of application for alteration or cancellation;
(3) Customs-Controlled Premise Registration Certificate before and after alteration (excluded for processing firms);
(4) Controlled premise planar graph, piping diagram, and constructional design before and after alteration;
(5) Land use certificate or lease agreement before and after alteration;
(6) Other documents required
1.Where the submissions are incomplete or incompliant, the Customs shall return with relevant reasons to the applicants. Where the submissions are complete and compliant, the Customs shall, within 5 workdays, finish the registration, alteration or cancellation and then shall within one workday notify the applicants to enter their alteration or cancellation information into the monitoring system.
2.The applicants shall, upon completion of their registration, undertake access to the monitoring system on the strength of application form for system authorization (see Annex 3).
3.The Customs shall, within 20 workdays upon receipt of the system authorization application, finish the system access and user authorization and then shall, within one workday, notify in writing the applicants to enter registration data into the system within 20 workdays.
4.In the operations such as input to and output from a tank, pipe jacking, and pipe blowing, the operators shall transmit operational e-data to the Customs through the logistics monitoring system herein.
5.The simultaneous input-output operation means alternate oil/gas input and output between two or more tanks; the "pipe jacking" means the operation of jacking goods in a pipeline into a tank by use of the goods in another tank; the "pipe blowing" means the operation of blowing the goods in a pipeline into a tank by use of air booster.
