GACC Announcement No.47, 2015 on (Regional Clearance Integration over Customs Control Areas and Bonded Supervision Premises)

In order to build a regional clearance regulatory mechanism suitable for bonded processing, bonded logistics and bonded services, the GACC has decided to expand regional clearance integration to special Customs-controlled areas and bonded supervision premises. Relevant matters are hereby announced:

1.As from this Announcement issue date, regional clearance integration will be applied to cargo entry and exit via ports undertaken by the firms that are located in special Customs-controlled areas and/or bonded supervision premises.

2.The firms aforesaid may at will choose any modes of customs clearance such as port-based clearance, transfer between Customs, and regional clearance integration.

3.The firms located in special Customs-controlled areas and bonded logistics centers (Model B) shall declare to their governing Customs Houses for cargo entry in the mode of regional clearance integration, and may at will choose cargo inspection in special Customs-controlled areas or at entry ports, unless otherwise regulated by the Customs.

4.The firms aforesaid may by themselves transit their inbound cargos to special Customs-controlled areas or bonded logistics centers (Model B). The inbound cargos and their transport facilities, which are required to transit to special Customs-controlled areas, shall be compliant with Customs regulations on in-transit control.

5.As regards clearance integration among/over special Customs-controlled areas, relevant operations such as registration certificate check/modification/cancel, cargo transit, and emergency response may refer to current regulations under regional clearance integration.

6.Where involving bonded logistics center (Model A), bonded warehouse and export supervised warehouse, cargo entry and exit may refer to corresponding operations under regional clearance integration.

7.The Customs will provide clearance, manifest status query and other consulting services through "China Customs Online Service Hall" and service hotline "12360".
