GACC Announcement No.55, 2015 (on Paperless Revision & Cancel of Imp/Exp Declaration)

In order to promote cross-regional clearance integration and paperless operation, the GACC has now decided to nationwide carry out paperless operation for revision and cancellation of import/export declaration forms. Relevant matters are hereby announced below:

1.Importers/Exporters (hereinafter as "applicants"), meeting the requirements by China Customs Administrative Measures on Revision and Cancellation of Import/Export Declaration (in GACC Decree No.220), may revise or cancel their declarations through Customs formalities by using the "Declaration Revision/Cancel" function in the Pre-Entry System on China E-Port.

2.The applicants shall, by the Pre-Entry System, input the information of their declaration revision or cancel and send electronic data of relevant materials. Subsequently the Customs will, by the Pre-Entry System, feed relevant transaction information back to the applicants for interaction of the progress.

3.The Customs will, by the Pre-Entry System, request the applicants to confirm their declaration revision or cancel. Then the applicants shall, by the Pre-Entry System, make corresponding confirmation with "Yes" or "No" to the Customs within 5 days.

4.As per the Administrative Measures aforesaid, the applicants shall, in principle, upload relevant materials through the Pre-Entry System in the file formats specified in GACC Announcement No.69 of 2014.

5.The applicants' undertaking the revision or cancel formalities through the Pre-Entry System shall be deemed as their presentation of paper application or confirmation for the revision or cancel.

6.Where the Customs requires paper materials for verification, the applicants shall submit the required materials in paper.

7.Regarding problems in operating the Pre-Entry System, the applicants may contact China E-Port by calling the hotline 8610-95198.

8.As from 1 March 2016, unless the Pre-Entry System fails for technical reason, the Customs will not conduct declaration revision or cancel in a paper way any longer.

9.This Announcement will take effect along with the repeal of GACC Announcement No.48 of 2015 (on Pilot Paperless Revision & Cancel of Declarations).
