The Tariff Adjustment Plan for the Year 2016, adopted by the Customs Tariff Commission and approved by the State Council, will enter into force on January 1, 2016.

Annex:
Ⅰ Import Duty Rates
(Ⅰ) Most-Favored-Nation (MFN) Provisional Duty Rates:
On the basis of provisional duty rates effective in 2015, woolen jackets will be added to provisional duty coverage; lower provisional rates will be provided for sun glasses; adjustment will be made to the description and scope of electronic-control diesel jet bubblers and their parts; check valves will be excluded from provisional duty coverage and be re-listed in MFN duty coverage; higher provisional rates will be set for air-jet looms. Please refer to Annex 1 for the commodities with provisional duty rates upon the adjustment.
(Ⅱ) Conventional Duty Rates and Special Preferential Duty Rates:
In accordance with China-foreign preferential trade or tariff agreements, further abatement of duties will be provided for 27 HS coded commodities from Iceland, 5923 HS coded commodities from Switzerland, 247 HS coded commodities from Costa Rica, 1802 HS coded commodities from Peru, and 92 HS coded commodities from New Zealand; zero duty will be provided for 2 HS coded commodities from Hong Kong SAR and 2 ones from Macao SAR respectively with preferential origin criteria.
Please refer to Annex 2-(1) for adjusted conventional rates under trade or tariff agreements.
Conventional duties will continue for the commodities from ASEAN countries, Asia-Pacific Trade Agreement-covered countries (Bangladesh, India, Laos, South Korea and Sri Lanka), Pakistan, Singapore, Chile and Taiwan region, with commodity scopes and rate levels both unchanged.
Special preferential duties will continue for the commodities from Ethiopia, Benin, and Burundi, with commodity scopes and rate levels both unchanged. For details, please refer to Annex 2-(2).
Ⅱ Export Duty Rates
Export duties will be lowered for the commodities as high-purity pig iron and will be exempted for phosphoric acid. Please refer to Annex 3 for the commodities with export duties upon the adjustment.
Ⅲ Tariff Schedule Items
Adjustment is made to some of tax items in China's Import & Export Tariff (see Annex 4). Upon the adjustment, the 2016-version Tariff will contain 8,294 items in total.
Ⅳ Implementation Time
This Plan will enter into force on January 1, 2016.
