GACC Announcement No.68, 2015 on New Zealand Agric Product QTY in 2015 and Safeguard Triggering QTY in 2016

In accordance with China-New Zealand Free Trade Agreement (FTA) and GACC Announcement No.91 of 2008, China may conduct special safeguard against 4 categories of 12 HS Coded agricultural products originating in New Zealand (NZ).
Hereby promulgated are the import quantity of 2015 of those NZ agricultural products applicable to the FTA conventional duties and their import quantity triggering special safeguard in 2016 (see Annex).
Therein, for 2015, China's import of NZ agricultural products under the first category (HS Codes 04012000, 04014000, 04015000) reaches 3956.405 tons in total, plus in-transit 2127.405 tons, and has exceeded the safeguard-triggering norm of 1921 tons for 2016. Therefore, in 2016, the conventional duties may not be applied to NZ agricultural products under the first category.
The imports of the 4 categories of NZ agricultural products shall still be subject to GACC Announcement No. 91 of 2008.
