GACC Announcement No.70, 2015 on Admin Approval Online Platform

In order to standardize administrative approval, the GACC has decided to enable the online platform for Customs administrative approval, relevant matters as follow:
1. The online platform for Customs administrative approval has the functions of processing, information input, inquiry and statistics at the address http://pre.chinaport.gov.cn/car and will start to run on 31 December 2015. Applicants may, on this platform, apply for administrative approval and inquire processing status and results.
2. Regarding administrative approval formalities, where documents need to be submitted, applicants shall in principle upload documents in an electronic way as per electronic file formats provided by GACC Announcement No.69 of 2014; where the Customs needs to examine paper documents, applicants shall submit paper documents as required.
3. After launch of this online platform, the Customs will still retain onsite processing mode for applicants to submit paper documents on the site.
4. Regarding any problems with online approval formalities, applicants may consult the Customs by calling the hotlines below:
For network technical problems: 8610-95198
For the formality problems: 12360
5. This Announcement shall enter into force on 31 December 2015.
