GACC Announcement No.73, 2015 on (Origin Certificate Info Sharing with AQSIQ)

As from 1 January 2016, the GACC and the General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ) will share electronic data information of Certificate of Origin regarding cargo export under preferential trade arrangements, relevant matters announced below:
1. GACC and AQSIQ will share the following data in a real-time way:
(1) Electronic data of Certificates of Origin under preferential trade arrangements, which are issued by local entry-exit inspection and quarantine agencies;
(2) Electronic data of items associated with aforesaid Certificates of Origin in export declaration forms;
(3) Electronic data of tariff preferences for the goods associated with aforesaid Certificates of Origin received by the Customs
2. Export Goods Declarations and corresponding Certificates of Origin (C/O) (the both) shall be compliant with the following requirements:
(1) C/O Numbers provided in the both shall be consistent mutually;
(2) Measure units of goods provided in the both shall be consistent mutually;
(3) The quantity of goods provided in the Declarations shall not exceed the quantity of corresponding goods provided in corresponding C/O;
(4) The declaration dates provided in the Declarations shall be within the term of validity of corresponding C/O;
(5) One C/O shall be corresponding to one Declaration only
3. During the trial period from 1 January 2016 till 30 April 2016, regarding incompliant Declarations and C/O, exporters may apply for modification of the Declarations or C/O as per actual export statuses, or may choose to delete C/O information from the Declarations.
As from 1 May 2016, regarding incompliant Declarations and C/O, exporters shall apply for modification of the Declarations or C/O as per actual export statuses.
4. Where C/O are re-issued or modified after export of goods, exporters may apply for modification of corresponding export declarations to supplement or modify C/O information therein.
5. In the event that the information cannot be shared, GACC and AQSIQ will timely inform enterprises of special clearance formalities otherwise.
