AQSIQ-GACC Announcement No.165, 2015 on (Adjusted “Catalog of Inbound & Outbound Commodities Subject to Entry-Exit Inspection & Quarantine Agency”)

In accordance with China law on entry-exit inspection and quarantine, China's Import & Export Tariff of 2016 and trade control regulation of 2016, the AQSIQ hereto has made adjustment to the "Catalog of Inbound & Outbound Commodities Subject to Entry-Exit Inspection & Quarantine Agency" as follows:

1. Cancel the entry/exit inspection and quarantine requirements "A/B" on HS Code 2201901900 (other natural water), allowing them exempt from import/export inspection and quarantine; this adjustment will enter into force on 1 January 2016.

2. For 4 HS Codes 4005100000, 4005200000, 4005910000 and 4005990000 involving compounded rubbers, provide additional entry inspection and quarantine requirements "A" to implement entry inspection and quarantine as per "Universal Technical Specifications on Compounded Rubbers"; this adjustment will enter into force on 1 February 2016.

3. For 41 HS Codes involving dangerous chemicals as naphthalene, arsenic and lithium, provide additional entry/exit inspection and quarantine requirements "A/B" to implement entry/exit inspection and quarantine; this adjustment will enter into force on 1 February 2016.

4. In view of HS Code adjustment for 2016, corresponding adjustment has been made to the HS Codes listed in the "Catalog of Inbound & Outbound Commodities Subject to Entry-Exit Inspection & Quarantine Agency". The adjusted Catalog is available in the Information section on www.aqsiq.gov.cn.

The inbound and outbound commodities listed in the Catalog are controlled by local entry-exit inspection and quarantine agencies under AQSIQ. Importers and exporters of those commodities must obtain "Inspection Certificate for Inbound Goods or Outbound Goods" for their import or export process with the Customs.
