GACC Announcement No.52, 2016 on (Doc of Import Transit via Hong Kong/Macao under Free Trade Agrt. )

Hereby announced are the matters on documentation of Free Trade Agreements-covered import goods that are transited via Hong Kong or Macao SAR:
1. As of 1 October 2016, Hong Kong-based China Inspection Company Limited will use a special electronic system to issue "Transit Confirmation" and will not any more stamp the "Without Reprocessing" seal on Certificate of Origin. The "Transit Confirmation", also issued by Hong Kong Customs, is designed to prove that import goods have no reprocessing in Hong Kong.
2. As of 1 October 2016, Macao Customs will use a special electronic system to issue "Transit Confirmation" to prove that import goods have no reprocessing in Macao.
3. The system aforesaid will be interconnected among the GACC, Hong Kong Customs, China Inspection Company and Macao Customs for real-time sharing of data or information.
4. China Customs will not require an importer to submit the "Transit Confirmations" aforesaid if the importer has submitted one of the following transport certificates for applying conventional or special preferential duty rates:
(1) Single transport certificate for air or sea-transported imports, issued by international liner carrier, civil aviation carrier, or express delivery carrier;
(2) Through transport certificate for containerized imports, which can prove that container numbers and seal numbers have no change during the course of the transport.
5. In the circumstances other than Article 4 ones, an importer shall submit the "Transit Confirmation" as per the requirements below:
(1) As for Hong Kong-transited goods (containerized or in bulk) needing pre-inspection, the "Transit Confirmation" issued by China Inspection Company shall be submitted.
(2) As for Hong Kong-transited containerized goods unpacked not for pre-inspection and as for bulk goods without the need of pre-inspection, the "Transit Confirmation" issued by Hong Kong Customs shall be submitted.
(3) As for containerized imports keeping closed during Hong Kong transit, the "Transit Confirmation" issued by Hong Kong Customs or China Inspection Company shall be submitted.
(4) As for the imports transited via Macao, the "Transit Confirmation" issued by Macao Customs shall be submitted.
6. When submitting "Transit Confirmation" as per Article 5 requirements, the importer shall fill in its Declaration Form "Remark" column with "中转确认书" characters and Transit Confirmation number, e.g. "中转确认书CC/16/1001".
This Announcement shall enter into force as of 1 October 2016, along with repeal of GACC Announcement No.60 of 2015.
