GACC Announcement No.53, 2016 on (Origin Management System for Special Control Areas)

As for conventional or special preferential duty application to domestically sold goods from Customs Special Control Areas and Bonded Control Premises (hereinafter as "the Areas/Premises"), the Origin Management System specific to the Areas/Premises will be launched online on 1 October 2016. Relevant matters are hereby announced:
1. Entry of Electronic Data of Goods Origin Proof
As regards preferential trade arrangements without transmission of origin proof data through origin information exchange system, where conventional or special preferential duties are applicable to the domestically sold goods, the importer shall, before initial entry of goods into the Areas/Premises, enter origin proof data into "Customs Special Control Area of Origin" module on the system pre-entry client.
By means of the "Customs Special Control Area of Origin" module, the importer may inquire the usage of origin proof documents.
The origin proof documents mentioned herein refer to Certificate of Origin and Declaration of Origin as specified by preferential trade agreements-covered origin measures.
2. Filling Requirements
Upon goods entry to the Areas/Premises, entry for domestic sale, or exit from China, the importer shall fill in Customs Declaration Form for Import/Export Goods and Customs Registration List for Entry/Exit Goods.
3. Other Issues
(1) The Domestic Sale Application Form specified in GACC Announcement No.36 of 2013 will be out of service from now, with relevant functions available on the Origin Management System. Regarding the goods already declared to enter the Areas/Premises before the System launch online, their domestic sale shall still be subject to GACC Announcement No.36 of 2013.
(2) Upon the System launch online, the goods entry to the Areas/Premises, domestic sale, or exit may be declared as "paperless declaration" mode.
(3) As regards the goods transfer among the Areas/Premises for domestic sale, conventional or special preferential duty application shall be subject to This Announcement, GACC Announcement No.36 of 2013 and GACC Announcement No.96 of 2014.
(4) Other matters on conventional or special preferential duty application shall still be subject to GACC Announcement No.36 of 2013 and GACC Announcement No.96 of 2014.
