GACC Announcement No.57, 2016 on Cross-Border E-Commerce Import Info System Access

In order to facilitate cross-border e-commerce clearance, hereby announced are matters for enterprises to access Uniform Information System for Cross-Border E-Commerce Import (hereinafter as “the Information System”):

1. Free-of-charge provision of inventory data entering function: a cross-border e-commerce firm can log in the clearance service sub-system of the Information System (at http://ceb2.chinaport.gov.cn) for inventory data entering, revision, declaration, inquiry, etc. For specific operations, please see Enterprise User Guide of the Information System (Annex 1).

2. Free-of-charge provision of client software: the client software of the Information System is available for download from the “Bulletin” on www.chinaport.gov.cn. The client software supports EXCEL-formatted document conversion into standard report and automatic attachment of digital signature thereto as well as to XML files, and provides data sending and receipt checking functions. For the software usage, please see its User Guide (Annex 2).

3. Disclosure of Enterprise Connection Message Standards on the Information System. If cross-border e-commerce participants or third-party platforms self-develop or purchase relevant access service, please refer to local Customs data center for relevant authorization issues. Regarding message standards and Customs-approved transmission protocols and access service products, please see Enterprise Connection Message Standards (Annex 3).

4. Enterprises shall be legally liable for their electronic data declaration and transmission to the Customs. For now, digital signature may be applied only to inventory forms, modification or revocation of application forms, application for return of goods, etc. Please see the following table:

5. Changes to the annexed documents, if any, will be released in the Bulletin on www.chinaport.gov.cn.
