GACC Announcement No.63, 2016 on Market Purchase Trade Mode Extension

Upon State Council resolution (GuoFa [2016] No.27), in order to promote foreign trade innovation, the on-trial mode of market purchase trade in China has been extended to Changshu Garment Town in Jiangsu Province, Guangzhou Huadu Leather Market in Guangdong Province, Linyi Engineering Materials Market in Shandong Province, Wuhan Hankoubei International Commodities Exchange Center in Hubei Province, and Baigou Bags & Boxes Market in Hebei Province. Now, according to GACC Announcement No. 54 of 2014 on market purchase trade regulatory measures, the Customs control mode of “Market Purchase” (code: 1039) shall be applied to the commodities purchased from the 5 markets aforesaid for the purpose of export, and relevant control issues shall be subject to the Articles No. 1 to No. 10 in the Announcement No. 54 of 2014.

The requirements above shall be implemented upon the acceptance of market purchase commodity identification system and market comprehensive management system, and specific implementation rules and dates may be separately announced by Nanjing Customs, Guangzhou Customs, Qingdao Customs, Wuhan Customs and Shijiazhuang Customs.

Six months later upon formal application of the “Market Purchase (code: 1039)” mode, the 5 Customs districts as aforesaid will no longer use the control mode of “Tourist Shopping” (code: 0139).
