GACC Announcement No.66, 2016 on “Classification Precedent Inquiry System” on Trial

In order to help importers and exporters with correct, standard classification of commodities, the GACC hereby enables the trial of “Classification Precedent Inquiry System”. Relevant matters are announced below:
1. Coverage
The commodities under Chapters 80, 81, 82 of the “Customs Import & Export Tariff of the P. R. China”, which should be imported from abroad by air, by land and by sea;
Excluding the commodities involving formula pricing, special cases and the Certificate or Declaration of Origin under preferential trade agreements without e-networking
2. Contents
The GACC has worked out the “Classification Precedent Inquiry System” and added the “Classification Precedent Inquiry” function into China E-Port Pre-Entry System (QP) (see the Annex). In order to declare the classification of import/export goods, an importer/exporter may use that function to select classification precedent data corresponding to their own goods. When a piece of classification precedent data is selected, the system will automatically return the HS code, commodity description, specification and model information in the precedent to corresponding declaration form. If the precedent data is based on an 8-digit code, after relevant information is returned to a declaration form, the importer/exporter will need to manually supplement the 8-digit code to 9 or 10 digits in the form.
This Announcement shall take effect upon its issuance.
