GACC Announcement No.70, 2016 on Account Book “Registration Once, Usage Repeated” Practice

Hereby announced are relevant matters with the account book “registration once, usage repeated” practice regarding Customs special control areas:

1. The “registration once, usage repeated” practice means that the enterprises located in Customs special control areas may, after registering once their account book information (including enterprise status and entry/exit of goods) in Customs-controlled information management system, use the registered account book repeatedly for various transactions within the special control areas.

2. This Announcement is applicable to all types of Customs special control areas.

3. Once their account book is registered as above, an enterprise within the control areas may be dispensed from re-registration thereof for different transactions such as “entry/exit by batch, declaration centralized”, “bonded exhibition/trading”, “bonded repairing”, “bonded futures delivery”, and “financial lease”.

4. The enterprises eligible for the “registration once, usage repeated” practice shall be connected with Customs-controlled information system through compliant authentication and shall deliver relevant data or information to the Customs.

This Announcement shall enter into force upon its issuance.
