GACC Announcement No.72, 2016 on “Warehoused Goods Classification & Control by Status” in Customs Special Control Areas

Hereby announced are the matters concerning the practice of “warehoused goods classification and control by status” in Customs special control areas:
1. The practice of “warehoused goods classification and control by status” herein means that the Customs is responsible for controlling non-bonded goods that are transited into Customs special control areas without Customs declaration and then exit from the control areas for export abroad or for domestic purposes.
2. This Announcement is applicable to all types of Customs special control areas.
3. As regards the enterprises located within Customs special control areas, their operation of non-bonded warehoused goods shall be approved by the Customs in advance. The Customs may conduct inspection of the enterprises’ goods flow, fund flow and information flow and spot check of the non-bonded goods entering or exiting from the control areas.
4. The enterprises eligible for the “warehoused goods classification and control by status” shall use designated Warehouse Management System (WMS); shall be connected with Customs-controlled information system through compliant authentication and shall deliver relevant data or information to the Customs.
This Announcement shall enter into force upon its issuance.
