GACC Announcement No.84, 2016 on China-New Zealand FTA Origin Info Exchange System

On 20 December 2016, the “China-New Zealand Origin Information Exchange System” was formally launched online to real-timely transmit electronic data of Certificate of Origin under China-New Zealand Free Trade Agreement (FTA). Relevant matters are hereby announced:
1. In accordance with GACC Announcement No.51 of 2016, the FTA involves the “Declaration of Origin”.
When applying for FTA conventional duties upon Certificate of Origin, the importer concerned shall fill in “Customs Declaration Form for Import Goods” or “Registration Form for Inbound Goods” as specified by GACC Announcements No. 20 and 51 of 2016.
2. As from 20 December 2016, as regards the import goods whose Origin Certificate data is not received by the Customs, pre-entry client side will give a prompt that there is no data of relevant Origin Certificate. From 20 December 2016 till 31 March 2017, where Origin Certificate data is not provided on the client, the importer may continue to declare to the Customs.
3. As from 1 April 2017, as regards the Origin Certificate with issue date of 20 December 2016 and later, if pre-entry client side indicates no data of relevant Origin Certificate, the importer shall re-declare the origin information as per GACC Decree No. 175 regulations and may apply for conventional duties and for guarantee-based release of goods.
4. As from 20 December 2016, as regards the import goods whose Origin Certificate data is received by the Customs, the importer may be exempted from paper Origin Certificate submission for FTA duty application to the goods.
5. As regards containerized goods whose Origin Certificate data is received by the Customs, in order to determine whether the goods are compliant with the rule of direct consignment under the FTA, the importer may submit the through-transport certificate that can prove no change in Container Number and Seal Number during the course of transport.
