GACC Announcement No.89, 2016 on Tariff Adjustment Plan for 2017

Upon State Council approval, the Tariff Adjustment Plan for 2017 shall enter into force on 1 January 2017. Relevant matters are hereby announced:

1. Import Duty Adjustment

1) Most-Favored-Nation (MFN) Duty Rates

(1) The first round of reduction will be continued from 1 January till 30 June 2017 for the MFN duties on the info-tech products listed in Tariff Concession Amendment of China, and the second-round reduction thereof will start from 1 July 2017.

(2) From 1 January 2017, provisional duty rates will be applied to 822 import goods and, from 1 July 2017, the import goods under provisional duties will be reduced to 805 in number.

2) Tariff Quota Rates
Tariff quota will continue on 8 commodities including wheat with duty rates unchanged. Therein, three chemical fertilizers including urea, compound fertilizer and Ammonium hydrogen phosphate will still be subject to provisional duty rate 1% within tariff quota; sliding duty will still apply to certain amount of cotton imported without tariff quota.

3) Conventional Duty Rates
In accordance with China-foreign preferential trade or tariff agreements, conventional duties will still be applied to the imports from the countries/regions concerned:

(1) The duty rates will further reduce for some commodities under China’s Free Trade Agreements with Australia, Pakistan, Switzerland, Costa Rica, Iceland, South Korea, New Zealand and Peru and the CEPAs between the mainland and Hong Kong or Macao.
(2) Conventional duties will continue for the commodities listed in China’s FTAs with ASEAN, Chile and Singapore, and in Asia-Pacific Countries Trade Agreement and Mainland-Taiwan Economic Cooperation Framework Agreement, without change in commodity scope or duty rates.

4) Special Preferential Duty Rates
Special preferential duties will remain at unchanged rates and scope for the least-developed countries/regions.


2. Export Duty Adjustment
Export duties will be put on 213 export commodities such as ferrochrome, with zero duty temporarily for 50 commodities therein.

3. Tariff Item Adjustment
As per domestic requirements, some tariff items will be adjusted in 2017. Through the adjustment, there will be totally 8,547 items in the "Import & Export Tariff of the P. R. China" of 2017.

4. Other Matters
To help the implementation of this Tariff Adjustment Plan, the GACC compiled the following reference materials:

"Comparison Table of 2016-2017 Versions of ‘Customs Import & Export Tariff of the P. R. China”, available on GACC web portal;

“Table of 2017 of Provisional Duty Rates on Non-Full HS-Coded Import Commodities”, available on GACC web portal;

The “Customs Import & Export Tariff of the P. R. China” of 2017, the "Customs Import & Export Declaration Catalog of the P. R. China" of 2017, and the “Import & Export Tariff Item Notes” of 2017 will all be published by China Customs Press.

As per this Plan, the GACC-issued Commodity Classification Resolutions and Chinese Subheading Notes in Import & Export Tariff will be subject to adjustment otherwise.
