GACC Announcement No.5, 2017 on (Special Safeguard agst. New Zealand Milks & Creams under FTA)

In accordance with China-New Zealand Free Trade Agreement (FTA), China is keeping special safeguard measures against 12 HS-Coded agricultural products from New Zealand. Till 11 January 2017, the import quantities of involved solid and concentrated non-solid milks and creams (HS Codes 04021000, 04022100, 04022900, 04029100) have reached 149,026 tons in total on declarations, exceeding the special-safeguard triggering norm of 147,376 tons for 2017.
Hence, as from 12 January 2017, China will levy import duties on New Zealand-originating solid and concentrated non-solid milks and creams at China’s most-favored-nation duty rates. Regarding such imports in transit, their duty applicability will still be subjected to GACC Announcement No. 91 of 2008.
