GACC Announcement No.10, 2017 on China-South Korea Goods Origin Info Exchange System

As from 8 February 2017, the “China-South Korea Goods Origin Information Exchange System under Asia-Pacific Countries Trade Agreement” will work online to real-timely transmit electronic information on the Certificate of Origin (C/O) of import/export goods between China and South Korea.

Relevant matters are hereby announced:

1. Under the Asia-Pacific Countries Trade Agreement, the importer declaring importation of the goods originating in South Korea shall, as per GACC Announcement No.51 of 2016, fill in China Customs “Declaration Form for Import Goods” or “Registration Form for Inbound Goods” (both as “Import Declaration Form” hereinafter) in the “Mode Without Origin Declaration” of the System.

2. As from 8 February 2017, when the importer declares importation of South Korea-made goods listed in the Asia-Pacific Countries Trade Agreement:

(1) If the Customs has got the electronic C/O information that is consistent with the declaration content from the importer, the Customs will not require the importer to submit original C/O paper. However, where necessary, the importer shall re-submit the original C/O paper as required.

(2) If the electronic C/O information got by the Customs is not consistent with the declaration content from the importer, relevant Import Declaration Forms will be rejected and returned.

(3) By the end of 10 May 2017, if the Customs has not got the electronic C/O information, the importer may submit original C/O paper to apply for conventional duty rates.

(4) As from 11 May 2017, if the Customs has no relevant electronic C/O information, the importer shall re-declare the country-of-origin information as per GACC Decree No. 181 regulations to apply for conventional duty rates or for guarantee-based release of the goods.

3. Where the South Korea-originating goods are in containerized transport to China, if the Customs has got relevant electronic C/O information and the importer has submitted Through Transport Certificate proving no change in Container Number and Seal Number during the transport process, the Customs will regard the goods compliant with the rule of direct consignment.
