GACC Announcement No.13, 2017 on (Revised Specifications on Import/Export Declaration Form)

The GACC has recently revised the "Specifications of the PRC on Customs Declaration Form for Import/Export Goods" (provided in GACC Announcement No.20 of 2016). Hereby announced are the updated specifications and contents after this revision:
1. In accordance with current regulations, adjustments have been made to the filling in the columns including "Consumer or User/Manufacturer or Seller”, “Transport Means”, “Taxation and Exemption”, “Trading Country/Region”, “Internal Destination/Origin”, "License Number", "Accompanying Doc", "Mark/Code & Remarks", "Confirmation of Special Relationship", “Confirmation of Price Influence", and "Confirmation of Royalties Payment".
2. For the 5th item “Import Date/Export Date”, a note thereof has been revised to “this column can be ignored during declaration”.
3. For the 31st item “Accompanying Doc”, a note thereof has been revised to “the Article 20 of these Specifications”.
4. Enterprises within special Customs-control areas, and bilateral enterprises transferring goods within one special control area or between different special control areas, shall fill in “Inbound/Outbound Goods Registration List”; regarding goods transfer between the special control area and the outside domestically, the enterprises outside shall also fill in “Import/Export Goods Declaration Form”. The goods transfer shall be declared in the principle of "keeping entry registration prior to exit registration"; regarding the transfer between the special control area and the outside thereof, the enterprises inside and outside shall respectively undertake registration and declaration formalities.
The “Inbound/Outbound Goods Registration List” may also be subject to the “Specifications on Customs Declaration Form for Import/Export Goods”.
The updated Specifications (as annexed hereto) shall enter into force as from 29 March 2017, along with simultaneous repeal of GACC Announcement No. 20 of 2016.
