GACC Announcement No.15, 2017 on Paperless Clearance of Wildlife Imp/Exp Certificates in Harbin, Fuzhou, Xiamen & Kunming Customs

The GACC and the State Administration of Endangered Species Import & Export have jointly decided to pilot paperless clearance of wildlife import/export certificates in Harbin, Fuzhou, Xiamen and Kunming Customs Districts. Relevant matters are hereby announced:

1. As from 1 April 2017, online paperless clearance of wildlife import/export certificates will be piloted in Harbin, Fuzhou, Xiamen and Kunming Customs Districts, involving the “Import & Export Permit by the ‘Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES)’”, “China’s Permit of Wildlife Import & Export”, and the “Certificate of Non-Species in the ‘Import/Export Wildlife Commodities Catalog’”.

2. During the pilot period, the Customs will check and verify electronic data of aforesaid certificates by online mode; the paperless declaration will be exempt from paper documentation and the Customs will give no signature on paper.

As regards the import on the strength of “Import & Export Permit by CITES” and the import or export on “China’s Permit of Wildlife Import & Export” and the “Certificate of Non-Species in the ‘Import/Export Wildlife Commodities Catalog’”, the declarations may be paperless as per Customs requirements and the State Administration of Endangered Species Import & Export will not issue paper certificates thereof.

As regards export and re-export on the strength of “Import & Export Permit by CITES”, the Customs shall still sign the paper Permit in its 9th column (including Bill of Lading/Airway Bill Number, Quantity/Unit, Port of Entry/Exit, Date, Signature and Seal) for the purpose of the Permit using abroad, and the date of signature shall be that of Customs release.

Outside the pilot districts, the applicant shall in advance apply to the State Administration of Endangered Species Import & Export for issue of such paper certificates and shall submit them in Customs declarations.

3. Where paper certificates are required, the paperless mode may turn to paper-based clearance or the applicant shall submit those paper certificates to declare.

4. Other relevant matters may resort to China’s “Administrative Regulations on Import and Export of Endangered Wildlife” and “Administrative Measures on Wildlife Import and Export Certificates” (provided in State Forestry Administration-GACC Decree No. 34 of 2014).
