GACC Announcement No.22, 2017 on Added Zero-Duty Goods Origin Criteria under Hong Kong & Macao CEPAs

In accordance with China Inland-Hong Kong and Inland-Macao Closer Economic Partnership Arrangements (hereinafter referred to as “Hong Kong CEPA” and “Macao CEPA”) and their supplements, hereby announced are the Table of Origin Criteria for Added Zero-Duty Goods under Hong Kong CEPA from 1 July 2017 (see Annex 1), the Table of Origin Criteria for Added Zero-Duty Goods under Macao CEPA from 1 July 2017 (see Annex 2), and the Tables of Origin Criteria for Revised Zero-Duty Goods under Hong Kong and Macao CEPAs from 1 July 2017 (see Annex 3 and 4).

All of the four Tables of Origin Criteria use simplified description of goods, whose scopes are consistent with those under corresponding HS Codes in China Customs Import & Export Tariff of 2017, and shall enter into force on 1 July 2017.

Additionally, relevant changes in origin criteria have been made to the Annexes 1 and 2 of GACC Announcement No. 82 of 2011, and those updated criteria shall enter into force on 1 July 2017.
