GACC Announcement No.47, 2017 on Bonded Petroleum Supply Across Customs Districts

To enhance the control over the supply of bonded petroleum across Customs Districts, the GACC hereby makes the following regulations:

1. The petroleum suppliers shall apply to local Customs at the dispatching place for registration, alteration and cancelation of inbound/outbound vehicle service businesses in accordance with Customs Control Measures on Inbound/Outbound Vehicles.

2. The petroleum suppliers shall: be qualified by the GACC for the cross-Customs Districts supply to international navigation ships; have information management system networked with local Customs information system so as for the Customs to investigate the petroleum supply status; meet the requirements set forth in Customs Control Measures on Inbound/Outbound Vehicles.

3. The petroleum suppliers shall apply to the dispatching Customs for carrying ship registration, alteration and cancelation by submitting relevant application forms (see Annex 1) and “Ship Ownership Registration Certificate” (copy); as regards ship chartering, the chartering agreement (copy) shall also be submitted.

4. A carrying ship shall be equipped with real-time positioning device, etc. networked with local Customs information system.

5. Before the petroleum supply, the suppliers shall apply to the Customs at the receiving place by submitting application form (see Annex 2); upon the Customs permission, deliver the receiving Customs’ seal to the dispatching Customs.

6. Before the petroleum dispatching, the petroleum suppliers shall apply to the dispatching Customs for the dispatch.

7. Before the petroleum shipment, the petroleum suppliers shall apply to the receiving Customs for the shipment by submitting relevant dispatch documents issued by the dispatching Customs.
Regarding one ship for multiple supply consignments, the suppliers shall make application for each ship involved.

8. When the supply is over, the petroleum suppliers shall apply to the receiving Customs for cancelation of the supply by submitting relevant supply documents; upon the Customs permission, deliver the receiving Customs’ seal to the dispatching Customs.

9. Where real supply quantity is less than dispatch quantity or the supply is suspended, the suppliers shall apply to the dispatching Customs for the petroleum warehousing.

10. The petroleum suppliers shall, 14 days upon the completion of a single shipment, make declaration to the dispatching Customs and make subsequent formalities when its declaration is cleared.

11. In the case of violations of the regulations above, the governing Customs shall dispose as per China Customs laws and penalty regulations; any crimes involved shall be subjected to criminal responsibilities.


12. Meaning of specific terms herein:

Supply of bonded petroleum across Customs Districts: to supply bonded petroleum directly to international navigation ships by dispatching across Customs Districts;

Dispatching Customs: the Customs House in control of the warehouse with bonded petroleum;

Receiving Customs: the Customs House in control of the location where an international navigation ship receives the bonded petroleum

One ship for multiple consignments: one carrying ship in single voyage supplies bonded petroleum to more than one international navigation ships located in one Customs District.
