GACC Decree No. 235: “GACC Decision On Amendment To Some Measures/Regulations”

The GACC hereby promulgates “GACC Decision On Amendment To Some Regulations”, which was adopted on 20 November 2017 and shall enter into force on 1 February 2018.

GACC Decision On Amendment To Some Measures/Regulations

The GACC has decided to make amendments to 23 sets of Customs Measures or Regulations, as listed below:

1. “China Customs Measures for Controlling Luggage & Articles of Inward/Outward Passengers” (in GACC Decrees No. 9 & No. 198):

(1) In Paragraph 2 of Article 8, the “holding valid exit license” is amended into “based on valid exit license”; in Paragraph 5 of Article 17, the “holding special passport” amended into “based on special passport”; in Article 27, the “holding valid visa” amended into “based on valid visa”.
(2) In Article 16, the “undertake entry/exit application, declaration” is amended into “undertake entry/exit declaration”.
(3) In Paragraph 1 of Article 18, “prior written application to local governing Customs” is deleted, and the “undertake approval and release formalities” is amended into “undertake clearance formalities”.
(4) In Paragraph 1 of Article 20, the amendment is “shall submit competent authority-issued certificate or approval of permanent residence to governing Customs or port Customs”, and the deleted is “passenger shall hold Customs Notice and clear customs at the place of entry”.

2. “China Customs Regulations on the Inward/Outward Luggage & Articles of Chinese Passengers” (in GACC Decrees No.58 and No. 198):
(1) The word “holding…certificate” is amended into “based on…certificate”;
(2) In Paragraph 1 of Article 6, the amendment is “shall undertake customs clearance formalities on the basis of certificate of permanent residence” within six months after being permitted to settle down”.
3. “China Customs Administrative Measures on Domestic Highway Enterprises, Vehicles & Drivers Transporting Customs-Controlled Goods” (in GACC Decrees No. 88, No. 121 and No. 227)

4. “China Customs Measures on Control Over Goods Transfer Between Customs Districts” (in GACC Decree No. 89 and No. 218)

5. “China Customs Regulations on Declarations of Import & Export Goods” (in GACC Decrees No. 103, No. 198 and No. 218)

23. “China Customs Administrative Regulations on Registration of Customs Declarers” (in GACC Decree No. 221)

This Decision shall enter into force on 1 February 2018.
The aforesaid Customs Measures or Regulations shall be accordingly amended and re-issued.
