GACC Announcement No.2, 2018 on Special Safeguard agst. New Zealand Butter, Fat & Grease under FTA

In accordance with China-New Zealand Free Trade Agreement (FTA), China is keeping special safeguard measures against 12 HS-Coded agricultural products from New Zealand. Till 4 January 2018, the import quantity of the involved butter, fat and grease (HS Codes 04051000 and 04059000) has totaled 15,362 tons as per declarations, exceeding the special-safeguard triggering norm of 15,312 tons for 2018.
Hence, as from 5 January 2018, China Customs will levy import duties on New Zealand-originating butter, fat and grease at China’s most-favored-nation (MFN) duty rates. Regarding such imports in transit, the importer shall, prior to the import declaration, make the application for conventional tariff as per GACC Announcement No. 91 of 2008.
