GACC Announcement No.6, 2018 on Origin Declaration under Preferential Trade Arrangements

In accordance with the Administrative Measures on the Country of Origin of Import/Export Goods under China-New Zealand Free Trade Agreement (in GACC Decree No. 175) and China-Australia Free Trade Agreement (in GACC Decree No. 228) and the Administrative Measures on the Origin of Import Goods from Least-Developed Countries with China’s Special Preferential Tariff Treatment (in GACC Decree No. 231), where the country of origin is compliant as per Customs ruling, the importer may submit Declaration of Origin to apply for conventional or special preferential duty rates.

Relevant matters are hereby announced:

1. The importer may, as per China Customs Measures on Administrative Ruling (in GACC Decree No. 92) or those on Preliminary Ruling (in GACC Decree No. 236), apply for Customs ruling or preliminary ruling over the country of origin. Where it is ruled by the Customs that the goods concerned are originating from New Zealand or Australia under the Free Trade Agreements aforesaid, the exporter or manufacturer concerned may provide relevant Declaration of Origin in the forms specified by GACC Decrees No. 175 and No. 228; Where it is ruled by the Customs that the goods concerned are originating from the least-developed countries recognized by China, the importer concerned may provide relevant Declaration of Origin as per GACC Decree No. 231.

2. The serial number of the Declaration of Origin shall be comprised of the number of relevant (Preliminary) Ruling Decision plus 5-digit serial number, e.g. Y1180100000100001, and shall not be re-used.

3. The importer shall undertake declaration formalities as per the requirements in GACC Announcements No. 51 of 2016 and No. 67 of 2017.

This Announcement shall enter into force as from 1 February 2018.
