GACC Announcement No.7, 2018 on Automatic Taxation by H2010 System for Anti-Dumping/Anti-Subsidy Measures

1. As regards importation of the goods under anti-dumping/anti-subsidy measures, the importer shall fill in Customs Declaration form with “Original Manufacturer Name in Chinese”, “Original Manufacturer Name in English”, “Anti-Dumping Duty Rate”, “Anti-Subsidy Duty Rate” and “Compliant or Incompliant With Price Undertaking” (see the Annex). If those information are full and true, the H2010 Clearance System will automatically provide tax amount; otherwise, manual operation will be needed instead of the System.
2. As regards importation of the goods under trade remedy measures, whether the country of origin is involved or not, the importer shall declare the true country of origin by submitting evidences including but not limited to Certificate of Origin and Declaration of Origin; if the country of origin cannot be determined, the “Anti-Dumping Duty Rate” and “Anti-Subsidy Duty Rate” fields may be left blank and manual operation may be applied.
Except for the goods under safeguard measures, where the country of origin is involved, the importer shall submit original manufacturer invoice, covering the indirect import via external trader; if only the external trader invoice is available, the invoice shall contain original manufacturer name and original manufacturer invoice number.
If an involved foreign exporter has made price undertaking agreement with the Ministry of Commerce (MOFCOM), the importer shall also submit the export certificate issued by the exporter.
The importer shall submit the aforesaid certificates/documents in electronic way; otherwise the H2010 System will reject the submission; when necessary as required, paper certificates/documents shall also be submitted to the Customs.
3. Customs Pre-Entry System has maintained relevant information and the declarer may check them as per System prompts.
This Announcement shall enter into force upon issuance.

Declaration Filling Requirements
Regarding the anti-dumping and anti-subsidy measures, the Customs Declaration form shall be filled in its specification/model column with the following format: “|<><><><><>” in English half-width
Example 1: Fill with "| <original manufacturer name in Chinese><original manufacturer name in English><0.2><><0>", denoting anti-dumping duty, rate 20%, without price undertaking;
Example 2: Fill with "| <original manufacturer name in Chinese><original manufacturer name in English><><0.5><0>", denoting anti-subsidy duty, rate 50%, without price undertaking;
Example 3: Fill with "| <original manufacturer name in Chinese><original manufacturer name in English><0><><1>", denoting anti-dumping measure, no duty rate with price undertaking compliant;
Example 4: Fill with "| <original manufacturer name in Chinese><original manufacturer name in English><0><0><1>", denoting anti-dumping and anti-subsidy measures, no duty rate with price undertaking compliant;
