GACC Announcement No.27, 2018 on Cross-Border E-Commerce Payer Registration

Hereby announced are the matters concerning the qualification of a paying company for cross-border e-commerce:
1. As from 13 April 2018, a cross-border e-commerce paying company shall submit its qualification certificate to local Customs House for registration formalities. Therein, the banks of such payment service shall submit the “Financial License” (original and copy) issued by China Banking and Insurance Regulatory Commission; non-bank paying agencies shall submit the “Payment Service License” (original and copy) issued by the People’s Bank of China and the payment service shall include “internet-based payment”.
2. For the purpose of the business registration, a cross-border e-commerce paying company shall, as per China Customs Regulations on the Registration of Customs Brokers (GACC Decree No. 221), submit required materials and qualification certificate; for its information registration, the paying company shall, as per GACC Announcement No.26 of 2016, submit required materials and qualification certificate.
3. If a cross-border e-commerce paying company has been registered before 13 April 2018, it shall submit supplementary qualification certificate to local Customs by 31 May 2018; if it makes no supplement thereof, its registration will become invalid after 31 May 2018.
