GACC Announcement No.28, 2018 on Integration of Customs-Quarantine Declarations by Enterprise

In accordance with China’s state program on institutional reforms, the General Administration of Customs has integrated enterprise qualifications for customs declaration and quarantine declaration, relevant matters as follow:
1. Integration Coverage
(1) CIQ filing of self-help quarantine declarer and Customs filing of import consignee/export consignor shall be merged into “Customs filing of import consignee/export consignor”; upon the filing, an enterprise shall be qualified for both customs declaration and quarantine declaration.
(2) CIQ filing of quarantine broker and Customs registration of broker or filing of broker subsidiary into “Customs registration of broker or filing of broker subsidiary”; upon the registration or filing, an enterprise or its subsidiary shall be qualified for both customs declaration and quarantine declaration.
(3) CIQ filing of quarantine declarer and Customs filing of declarer shall be merged into “Customs filing of declarer”; upon the filing, the declarer shall be qualified for both customs declaration and quarantine declaration.
2. Registration or Filing Mode
As from 20 April 2018, upon registration or filing with Customs, an enterprise shall be qualified for both customs declaration and quarantine declaration.
(1) Application for Registration or Filing
To apply online, the applicant shall, on the “China International Trade Single Window” standard version (at http://www.singlewindow.cn), access the “Enterprise Qualification” subsystem to give relevant information and submit the application to the Customs; when the online application is done, the applicant may submit written materials to local Customs operational sites.
As regards declarer filing, the applicant shall, amid the transaction on the “Single Window” platform, give the declarer information to file; the declarer ID info shall be the information on his identity card registered in China.
(2) Submission of Documents
To file the import consignee/export consignor, the submission includes: Business License (copy), foreign-trade operator registration record (or foreign-invested enterprise approval certificate, foreign-invested enterprise establishment receipt, foreign-invested enterprise alteration receipt) copy.
To register a customs broker, the submission includes: Application for Registration, Copy of Business License, Certificate of Ownership or Use Right of Business Place
To file a broker subsidiary, the submission includes: copy of broker registration certificate, copied Business License of the subsidiary, Certificate of Ownership or Use Right of Business Place
In addition, through the “Single Window” platform, the applicant can also apply for filing into manufacturing/processing company or other enterprises that have no right of declaration, by submitting the copy of its business license; then, the filed enterprise can declare for quarantine, but without customs declaration.
The written materials submitted by the applicant shall be affixed with the official seal of the enterprise; if a copy is submitted, its original shall also be presented for verification.
(3) Customs Verification
Through Customs verification, the qualified applicants shall be registered or filed; the unqualified applicants shall be informed of all the contents to be corrected or supplemented. The Customs shall feed the verification results back to the applicants through the "Single Window" platform.
(4) Certificate Issuance
As from 20 April 2018, the Customs shall issue the "Customs Broker Registration Certificate" and "Entry-Exit Inspection/Quarantine Declarer File" to the registered or filed enterprises. The certificate or file form shall be stamped by the Customs.
The "Entry-Exit Inspection/Quarantine Declarer File" issued by former Inspection/Quarantine Agencies before 20 April 2018 shall remain to be valid.
If an enterprise has, before the reform, already been registered or filed with Customs and CIQ respectively, its former qualifications will remain valid. If an enterprise is only registered or filed for either customs declaration or quarantine declaration, the enterprise can, from 1 June 2018, supplement relevant information on the “Single Window” platform and then it will get the qualifications for both customs declaration and quarantine declaration
If an unqualified enterprise needs to declare customs or quarantine before 1 June 2018, it may apply to the Customs for registration or filing in the original mode.
This Announcement shall enter into force as from 20 April 2018.
