GACC Announcement No.50, 2018 on Canceling the Inbound/Outbound Goods Inspection Certificate

In accordance with GACC Decision on Amendment to Regulations (GACC Decree No.238), hereby announced are the matters of canceling the Inspection Certificate for Inbound/Outbound Goods (i.e. customs clearance form):
1. Regarding the inbound goods subject to statutory inspection and quarantine, it is no more required to provide the Inspection Certificate code or number in the Document column of Customs Declaration Form. The enterprises may declare to the Customs on the customs-quarantine declaration UI of the “International Trade Single Window” platform. On enterprise client-side, the enterprise shall provide its quarantine number and code “A” in the Document column of Customs Declaration Form.
2. Regarding the outbound goods subject to statutory inspection and quarantine, it is not required for enterprises to provide the Inspection Certificate code or number in the Document column of Customs Declaration Form, but required to provide quarantine e-account number and the code “B” therein.
3. In the case that the Inspection Certificate is required on paper:
(1) Regarding inbound animals/plants and their products, the Inbound Transit Notice shall be issued on paper.
(2) Regarding outbound goods on centralized declaration, or owning to computer system failure, the Outbound Goods Inspection/Quarantine Contact Sheet shall be issued as needed.
4. The Customs shall issue the release order and Customs-controlled workshops shall conduct goods pickup formalities by Customs release order.
5. This Announcement shall enter into force on 1 June 2018, along with the repeal of GACC Announcement No.68 of 2007 (on Inspection Certificate examination online).
