Checkup and Verification on Entry & Exit Goods

(Ⅱ) The Location

The checkup and verification of the goods by the Customs is generally done at the dock of the import and export harbor, railway station, airport, postal office or other sites within the area of supervision and control. The Customs shall also carry out the on-site checkup and verification together with the load/unload part for the large batch of scattered goods, dangerous articles, fresh and living merchandise, goods for transportation after the application of the consignor and consignee. In particular circumstances, with the application of the consignor and consignee or their agents and the approval of the Customs, special person can be assigned by the Customs to the factory, warehouse or construction site beyond the supervision and control area for the checkup and verification in the specified time.


(Ⅲ) Methods and Requirements

Based on the experiences accumulated through many years of practice, the actual needs of the on-site supervision and control and the conditions of manpower, material and venue, the Customs may adopt the method of thorough checkup, checkup at random, checkup by appearance respectively. On one hand, this will facilitate and speed up the part of verification and clearance, reduce the delay of goods in the harbor for the regular import & export goods; on the other hand, it will strengthen the practical supervision and control over the key entry and exit goods, and crack down on the illegal smuggling activities in the import and export part.


(Ⅳ) "Two-person" On Duty
In order to fully perform the Customs duty legally and effectively, the Customs has set up strict and rigorous business workflow and is making efforts for the legal formalities at all the posts, forming the mechanism of both separating from and constraining each other. The Customs is carrying out the "two-person on duty" system for the checkup and verification for the purpose of mutual supervision and constraint and the smooth enforcement of law.
