China Customs Will Promote Paperless Clearance

In order to help the import and export enterprise overcome world financial crisis and gain profit, customs will promote paperless clearance. Then, the legal enterprise will realize declaration online without going out of home, and receive the auditing reply from customs after verification in seconds.

Relying on the conception of risk management, customs paperless clearance reform carries out classified management according to the degree of risk management, to conduct classified clearance on import and export goods. After the reform, the legal enterprises are applicable to the mode of "paperless clearance, document temporary storage" or "paperless clearance, document submission later". In this mode, the computer system in customs will complete the auditing procedure of import and export goods automatically, and the enterprise can conduct the procedure to pick up goods or make consignment according to the reply from this computer system and no need to submit customs declaration or submit it later, to realize electronic operation on the whole way when making a declaration in the customs.

It has been one year after the reform of paperless clearance first set in Shanghai customs. Until the end of 2008, Shanghai customs has accepted 8.5779 million copies export customs declarations, and offers quick customs clearance to 86% customs declarations. There are 37 enterprises try out the new clearance mode of "paperless clearance, enterprise document temporary storage" and the average speed of clearance increase 34% compared with that in 2007.
