Tianjin Customs Cooperates with Bank to Facilitate Enterprise Customs Clearance

On March 20, Tianjin customs signed cooperation agreement with Bank of China Tianjin Branch to open bank general guarantee business for tax, which symbolizes the bank general guarantee business for tax has been extended in Tianjin district, and also means the duty-free equipment and materials in major equipment manufacture and basic industries of national economy are brought into the scope of general guarantee business for tax. This cooperation is stepped with bank general guarantee business for tax between Tianjin customs and Bank of Communications Beijing Branch, and further extends the bank general guarantee business.

It is known that this is one of the measures promulgated by Tianjin customs to help enterprises to overcome the current economic difficulty, with the purpose of assisting enterprise to enhance customs clearance efficiency, lower production operation cost, promote market competition, and accelerate enterprise development.

The cooperation agreement of bank general guarantee business for tax signed by Tianjin customs and Bank of China Tianjin Branch, solves the special problems the enterprise comes across when making customs clearance, and enhances the efficiency when logistics enterprises making customs clearance agent, and further standardizes customs management work of guarantee business. From now on, after bank making credit approval and general guarantee record filing for enterprise with guarantee business, the enterprise can open the customs clearance business of tax guarantee for "release first and tax levy second"in all affiliated customs of Tianjin customs, which reduces enterprises' operation cost, saves the time of tax payment and enhance enterprises customs clearance efficiency. For example, when importing the duty-free equipment without duty-free certificate, the enterprise shall make guarantee application to guaranteed bank in advance, after getting the credit approval, the related bank can offer them the letter of guaranty, and then the enterprise can make formal declaration to customs. One such letter of guaranty shall be applied for one bill, and under the frame of general guaranty, after enterprise gaining numbers of letter of guaranty, they can make direct customs declaration under the circumstances that the tax on customs clearance does not exceed the sum of credit approval.
